A House panel advanced a bill to kill NEVI funding, pushing states to race through remaining EV charging projects

Washington just gave states a deadline they did not ask for. On June 26, the House Transportation and Infrastructure Committee approved the BUILD America 250 Act, a bill that would eliminate the $5 billion National Electric Vehicle Infrastructure program entirely and cut the Charging and Fueling Infrastructure program from $2.5 billion to $1 billion. States with money still on the table are now racing to spend it before Congress can change the rules
The program has had a rough ride already. The Trump administration froze it in February 2025, only for a federal court to force its release that June. The Federal Highway Administration responded with streamlined guidance in August, scrapping strict 50-mile spacing rules and heavy community engagement requirements in favor of faster approvals. Pennsylvania, fully built out since September, has leaned hardest into the new flexibility, opening a second regional funding round worth over $25 million on June 12
Other states are moving just as fast. New York unveiled a $45 million Alternative Fuel Corridor and Community NEVI program in April, with proposals due by June 23. By late 2025 the program had backed at least 384 charging ports nationwide, Pennsylvania alone accounting for more than 35 stations. Nine states reopened solicitations after the August guidance, and more are expected to follow through the rest of this year
If the bill becomes law, it would halt the program's final year of funding, potentially stranding part of the $885 million still apportioned to states. States that have already hit full build-out status can redirect remaining funds toward community charging and fleet projects beyond the highway corridors the program originally targeted. Legal challenges look likely too, building on a 16-state lawsuit filed last year against the initial funding freeze
